30" Unplanned Outage - Fleming County, KY - Update 3

Texas Eastern (TE) is providing the following update on its 30-inch pipeline system between its Owingsville and Wheelersburg compressor stations.

As previously posted, TE has three lines between its Owingsville and Wheelersburg compressor stations that make up its 30-inch pipeline system in this area. These lines are: Line 10, Line 15 and Line 25. The May 4th incident occurred on Line 10. As posted on May 4, 2020, TE has restricted capacity north to south through its Owingsville compressor station to -0-.

TE is in the process of evaluating options to restore partial capacity through the impacted area. TE will address all of the site-specific concerns identified by the National Transportation Board (NTSB) and the Pipeline & Hazardous Materials Safety Administration (PHMSA) and will be undertaking rigorous inspections on all of the lines in the area.

At this time, TE is currently undertaking construction activities associated with all of its line segments in the pipeline corridor. The critical path to restore partial capacity through Owingsville is the completion of construction activities associated with Line 25 and TE satisfying regulatory requirements associated with returning Line 25 back into service. There are various factors that could potentially change the projected return to service date, such as but not limited to: weather conditions and any unforeseen existing pipeline conditions that could lengthen the work schedule. TE anticipates completing the construction activities and other readiness for service activities required to return Line 25 back to service through the impacted area between May 22, 2020 and May 24, 2020. Due to the uncertainty of the operating conditions in the incident location, TE will post its anticipated capacity with Line 25 returned to service closer to its in-service timeframe.

These pipelines will not be returned to service until we satisfy regulatory requirements and it is safe to do so. Furthermore, NTSB remains in control of the incident site. The NTSB and PHMSA are investigating the incident and Texas Eastern is supporting that investigation. Due to this, we are unable to provide updates on the investigation or the response.
