Notice of Meeting pursuant to Section 4.13 of the Stipulation and Agreement (Docket No. RP19-343)

As agreed by Texas Eastern and the parties to the settlement, and pursuant to Section 4.13 of the Stipulation and Agreement approved by the Commission in Docket No. RP19-343, Texas Eastern is providing this notice to any interested party of a meeting to discuss Texas Eastern's maintenance management program for the purpose of increasing transparency.

Texas Eastern has scheduled the 2020 annual meeting to occur on Wednesday, September 2, 2020 from 1:00 p.m. CT / 2:00 p.m. ET until 3:00 p.m. CT / 4:00 p.m. ET. For this meeting, Texas Eastern will be offering the attendees the choice of participating either via video conference or by conference call.

If you would like to participate in the meeting, please send an email to Texas Eastern Regulatory ( with your company's or organization's name, your name, phone number, and email address, and "2020 TETLP Maintenance Management Program Meeting" in the subject line by no later than Monday, August 24, 2020 in order to receive an invitation to the meeting.

4.13 Maintenance Management Program

Texas Eastern shall continue its current practice of conducting meetings with its customers on an annual basis for the purpose of increasing the transparency of Texas Eastern's maintenance management program. Texas Eastern's maintenance management program discussions shall initially include the following, which may be updated from time to time based on collaboration with the customers as the annual process evolves.

A.By May 31st of the first calendar year subsequent to the Settlement Effective Date and at least once annually thereafter, Texas Eastern shall present by meeting, webcast, or conference call with its customers, its planned maintenance activities by purpose, type, location and estimated costs, for the subsequent calendar year; provided, if the Settlement Effective Date occurs after December 31, 2019, but during calendar year 2020, Texas Eastern shall hold the first such meeting, webcast, or conference call with its customers following the Settlement Effective Date but prior to the end of calendar year 2020.

B.Texas Eastern shall engage in discussions with its customers related to the presentation described in Section 4.13(A).

C.Annually in the second quarter of each year, Texas Eastern shall provide its customers with a reconciliation of actual to estimated costs of the maintenance activities undertaken in the previous calendar year, explaining any material variances.

D.Texas Eastern shall begin to track reliability metrics for firm service availability, compressor availability/rate, force majeure outages, and outage time associated with unplanned incidents, with the results reported annually to customers in the subsequent years' meeting. Texas Eastern is willing to discuss tracking of any proposed additional appropriate metrics on a prospective basis to be presented in a subsequent annual meeting.
